United Nations system

Long-term Agreement (LTA) with UNDP 

• HARMONIS International and Satori Consulting -- in an innovative partnership started in 2007 -- signed a long term agreement (LTA) with UNDP in April 2008 for the provision of development management consulting services.

This partnership provides public sector clients with the knowledge and experience of sector experts combined with the knowledge, experience and services of international industry leaders in management consulting services. Together, the partnership has a geographical and on the ground presence that circles the globe, allowing to easily provide resourcing in any country or region.

HARMONIS International and Satori Consulting have worked together in providing technical assistance ranging from procurement, financial and change management and programme development expertise to several development institutions (such as UNDP Burundi, Congo DRC, Liberia and United Nations Disarmament Programme for Africa (UNREC) to pro-bono assistance to the UNDP’s Management Consulting Team (UNDP MCT).

Private Sector

Film Aid International

• Agreement with Film Aid International to assist in developing its resources mobilization and programme strategy as well as develop partnerships with a number of public and private sector partners.

Satori Consulting 

• HARMONIS International and Satori Consulting have a partnership agreement that offers a wide menu of services to the public sector (multilateral & bilateral) as well as to the private sector. 1 - AFRICA

BENIN 

• Certification of contractors bids / bills of quantities for a series of potable water supply networks before submission to the Appraisal Committee on Procurement (ACP/NY) for the project « Installation of 20 AEV, 150 deep-well borings and rehabilitation of 100 well borings in the departments of Atacora and Donga ». Client: UNDP / Cotonou (partner: Gilles Laheurte)

• Final evaluation of the implementation of the « Program of rehabilitation and maintenance of agricultural feeder roads in the department of Zou, and districts of the Borgou and Alibori. Client: HTSPE Limited (partner: Mpoyi Lukusa)

BURUNDI 

• Technical and managerial mission for the in-depth restructuration of the UNDP Business Centre. Direct assistance to UNDP and BINUB (United Nations Integrated Bureau in Burundi) provided in the context of two major programmes: (1) the Emergency Plan Trust Fund (PU/FF) funded jointly by the British (DFID), Belgian and Norwegian governments {budget of $ 17 millions} and (2) the large multi donor PCB, or Peace Building Fund {budget of $ 35 millions}. The assistance provided focused on:

Management assistance: (i) review of UNDP’s internal capabilities including it ‘Business Centre’ transformed into UNISC (United Nations Integrated Service center), identification of bottlenecks in the UN standard tendering process, formulation of corrective measures to be taken in order to speed up disbursements of donors funds; (ii) identification of UNISC real operational needs based on lessons learned and best practices; (iii) identification of formal and in situ day-to-day training needs for all UNISC personnel; (iv) reinforcement of UNISC internal capabilities in the context of all funds and operations entrusted to UNDP/Bujumbura and BINUB.

Technical Assistance : (i) rehabilitation of 14 military camps for the Ministry of Defense ; (ii) construction of 17 regional tribunals for the Ministry of Justice ; (iii) construction of 42 primary schools for the Ministry of Education ; (iv) construction of 1200 units of housing for Internally Displaced Persons (IDPs) and civil war repatriates for the Ministry of National Solidarity, Human rights and Gender ; (v) rehabilitation of 11 State jails (physical repairs and provision of equipment) for the Ministry of Justice ; (vi) procurement of 9 lots of medical equipment for the Ministry of Health ; and (vii) certification of the Local Evaluation Committee (CAP) recommendations before their submission to UNDP / HQ for its final clearance and authorization to sign the contracts.

• Diverse certifications of contractors bids / bills of quantities for a series of contracts before submission to the Appraisal Committee on Procurement (ACP/NY) for, inter alia : stock warehouses, potable water systems for military camps, development of the Ruvubu National Park entrance facilities, a primary health assistance for the Ministry of Health (in Gitega), the Living Museum (in Bujumbura), the rehabilitation of several military camps, as well as recruitment assistance to UNDP/Human Resources team in the evaluation of potential job applicants. • Counsel to the External Aid Coordination Committee (bi- and multilateral) of the Burundian government; Preparation of a comprehensive implementation framework (matrix and calendar) and assistance to the creation of the Committee’s Secretariat. Client: UNDP / Bujumbura (partner: Maarten Poolman)

CENTRAL AFRICAN REPUBLIC 

• Formulation mission of the 10th EDF (European Development Fund) Transportation Program, which included: Water transportation, Institutional assistance for reforms and logistical assistance to the Ministry of Transportation and to the Ministry of local development and of Construction & rehabilitation works. Client: FED (partner: Mpoyi Lukusa)

CHAD

• Mid-term evaluation of the Program « Assistance to the Transportation sector policies » with regard to maintenance, Institutional assistance and principal economic priorities. Client / funding: European Commission (partner: Mpoyi Lukusa)

CONGO – (Democratic Republic – DRC)

• In-depth review of all UNDP’s activities concerning the procurement of goods and services carried out by its operationally struggling Service Centre (CdS), Presentation of its financial and staff relationship status and formulation of needed recommendations. Client: UNDP/ HQ/ PSO (partner: Gilles Laheurte)

• Desk review of the project “Rehabilitation and maintenance works of the road Kisangani-Lubutu” funded by the European Union, including evaluation of technical and financial bids received for three (3) lots. Client: UNOPS (partner: Mpoyi Lukusa)

• In-depth independent evaluation of the Post-Brassage project (also nicknamed PPBR) located in the Eastern part of the country, funded by DFID with implementation entrusted to UNDP/Kinshasa. Infrastructures concerned: 9 military camps and some 15 various community projects (primary schools, dispensaries, local markets). Client: UNDP / Kinshasa (partners: Gilles Laheurte & Mpoyi Lukusa)

• Mid-term evaluation of the Justice Restoration Programme (REJUSCO) financed by the European Commission, DFID (UK), Belgium and The Netherlands. Infrastructures concerned: courts, tribunals, jails, re-education centers and farms. Client: ECO/GICO (partner: Mpoyi Lukusa)

• Several reconnaissance and site identification missions (« RECCE ») for large scale garrisoning operations in Eastern Congo financed jointly by DFID and MONUC in collaboration with FARDC, OIM, STAREC and the ministries of Defense (MDNAC) and Public Works (MTPI). Client: DFID / Kinshasa (partners: Gilles Laheurte & Mpoyi Lukusa)

• Document « Infrastructures Programme » for the use of the Ministry of Defense (MDNAC) and Donors, prepared in the framework of the Army Reform Plan jointly with the Corps of Engineers of FARDC and the Infrastructure Cell (CI) of the Ministry of Public Works and Infrastructures (MTPI). The document provides details on the inputs required to improve the well-being of the military and their families, including the improvement of security and the protection of civil society, the demobilization process and sustainable community integration of ex-soldiers and other high-risks groups, the consolidation of the government’s authority, and the restoration/consolidation of Peace at the local level. • Finalization of the technical and financial implementation plan for the construction of three complete military camps (Djugu, Mambango & Rumanbago) for three battalions, thus for some 3000 families or approx. 18000 persons. Client: IOM, on behalf of DFID (partners: Gilles Laheurte & Mpoyi Lukusa) 

• Continuation of HARMONIS activities in Congo DRC: (i) proposal to conduct the audit of the Road Fund (FONER); (ii) technical and financial proposal to the Ministry of Interior for the National School of Administration (ENA) for its headquarters; and (iii) proposal to MDNAC to provide technical and managerial assistance to the Corps of Engineers of the FARDC, among other activities (partners: Gilles Laheurte & Mpoyi Lukusa)

IVORY COAST 

• Certification of contractors bids / bills of quantities for a series of potable water supply networks before submission to the Appraisal Committee on Procurement (ACP/NY) for miscellaneous works on various buildings (for educational and military use) in the context of project « Rehabilitation works for military camps sites » before submission to UNDP/HQ/ACP. Client: UNDP / Abidjan (partner: Gilles Laheurte)

LIBERIA 

• Miscellaneous managerial assistance services to the UN system‘s Country Development Programme. Client: UNDP / Monrovia (partner: Vijay Parmar)

• Start-up operations for the UNOPS office in Monrovia, building an initial projects portfolio of some $ 15 millions, dealing with all required formalities/logistics and planning for subsequent succession by a permanent UNOPS operational team. Client: UNOPS / HQ (partner: Maarten Poolman)

• Technical and managerial advisory counsel for the development of 10 000 hectares of rice cultivation and processing in the northern part of the country. Client: Dutch NGO (partner: Maarten Poolman)

MALI 

• Proposal of Consulting services in the context of the decentralized France-Mali cooperation, in partnership with the Regional Council of Essonne (CRESI) for the « Integrated valorization of urban, agricultural / forest / pastoral and natural domains of the Douentza administrative Circle ». Client: CRESI (partners: Joël Carette & Gilles Laheurte)

• Total project direction, full responsibility for the control and supervision of a multi-disciplinary team (national / international engineers and socio-economists) for the preparation and implementation of large-scale irrigation distribution networks in the Alatona area, funded by MCC (USA). Other tasks included the design and construction of social infrastructures to permit the re-settlement of farmers and families displaced by the project. MAURITANIA 

• Ex-post Evaluation of the road project « Rosso-Boghé », financed by the European Union (partner: Mpoyi Lukusa)

NIGER 

• Methodological presentation of the use of Tele-geo-technical methods applied to African urban centers, with the goal to provide answers to environmental needs and concerns, combining all available technical observation means (terrestrial, aerial and by satellite), developed in the context of North/South and South/South cooperation programs. Elaboration of the concept of « Eco-harmonization between the city and its immediate & larger environments » (partner: Joël Carette)

RWANDA 

• Ex-post evaluation of 4 large road projects funded by the European Commission: rehabilitation of the national roads: Kigali-Kayonza, Gitarama-Butare-Akanyaru, of the landing strip of the Kigali international airport and the construction of several urban roads in the capital city. Client: ECORYS - Netherlands BV (partner: Mpoyi Lukusa)

SADC / SOUTH AFRICA   

• Diagnostic and analysis of existing conditions (at the physical and legal levels, funding mechanisms, institutional capabilities, etc) and formulation of the Infrastructures Master Plan of the SADC. Client / funding: European Union and Belgium (partner: Mpoyi Lukusa)

UGANDA

• Final Evaluation mission of the roads construction project « Jinja-Bigiri » and « Kagamba-Rukungiri ». Financed by the European Union (partner: Mpoyi Lukusa)

2 – THE CARIBBEAN

HAITI 

• Assistance to the municipality of Belle-Anse, to prepare the pre-appraisal project document for its Local Development Plan and the Commune’s Master Plan, based on environmental sustainability and economical recovery through eco-tourism. Client: FREM and Bureau d’Etudes G. Lescot, Port-au-Prince (partner: Chantal Laurent)

• Counsel to the Minister’s cabinet in preparing and implementing the Ministry’s cultural policy, in particular regarding the tangible and intangible cultural heritage and its strategic planning. Client: Ministry of Culture and Communication, Port-au-Prince (partner: Chantal Laurent)

• Consultancy to program all activities of ARD•LOKAL funded by USAID, focusing on decentralization and local governance (training, legal framework, etc), and to integrate land-use planning and risk reduction concepts in local participatory planning. Client: ARD (partner: Chantal Laurent)

• Advisory counsel with tender preparation (prequalification of consultants and contractors) for the construction of the port of Les Cayes (in the Southern part of the country), analysis / evaluation of bids received, and assistance to the local Regional UNDP office for the submission to UNDP / HQ for its authorization to sign the contract. • Mid-term and Final evaluations of the European Union financed project n.9 ACP-HA-018 « Risk and Disaster Management Program (PGR) » to the benefit of the Ministry of Interior and Local Territorial Communities. Client: ITALTREND (partner: Chantal Laurent)

• Proposal of a design ‘principle’ for rural social housing programs, in response to the urgent needs created by the earthquake of January 2010, in the context of reconstruction operations in the country. Client: Haiti Habitat + AIA / New York (partner: Gilles Laheurte)

3 – ASIA and MIDDLE EAST

AFGHANISTAN 

• Comprehensive hydraulic engineering services, covering (i) design / construction supervision of water supply networks, sanitation, water treatment, deep well drilling, water retention works / water storage in 14 provinces (ii) review and analysis of local bids received for eventual contract award, and (iii) training for the national senior project staff . Client: World Bank (partner: Abdoulaye Djegal)

INDONESIA 

• Start-up operations for the UNOPS office in Jakarta, building an initial projects portfolio of some $ 100 millions, dealing with all required formalities/logistics and planning for subsequent succession by a permanent UNOPS operational team. Client: UNOPS / HQ (partner: Maarten Poolman)

PALESTINE 

• Advisory Counsel to resolve a contractual dispute between a local contractor and UNDP / Gaza concerning works stopped by the political border closing having resulted in the impossibility to make deliveries of needed materials to the construction site. Client: UNDP / Gaza via LSO / NY (partner: Maarten Poolman)

SOUTH KOREA 

• Managerial assistance to the local UN office in Seoul. Client: United Nations / UNDESA (partner: Vijay Parmar)

SYRIA 

• Appraisal mission for the renovation and reorganization of the National Museum of Aleppo, financed by the Italian Cooperation, in order to finalize Cooperating arrangements between the Italian and Syrian governments. Client: Italian Ministry of Foreign Affairs (partner: Chantal Laurent)

4 – EUROPE

CYPRUS 

• Technical assistance to UNDP / HQ in the context of its 2008-2011 country strategy for the finalization of the project document « New Mia Milla / Haspolat Water Treatment Plant (WWTP) » to be built in Northern Nicosia, aiming for a positive impact to the environment (treatment capacity of 30,000 m3/day, budget of $ 31 millions). Client: UNDP /HQ /ACP (partner: Gilles Laheurte)

FRANCE 

• Presentation of the use of tele-geo-technical methods for urban development (prepared in collaboration with Acqua Oing, France), for the highly visible exhibit “Atelier Pluie (2011)” to be held in Paris as part of the ecological urban development progress in Africa. Client: Agence des Eaux de Seine Normandie - AESN (partner: Joël Carette)

• Design and recommendations for the construction of a Museum / private Residence in Eastern France. Client: Local French artist (partner: Gilles Laheurte)

SWITZERLAND 

• Coordination of the overall planning, implementation and completion of a conceptual architectural and engineering study in preparation of the “Strategic Heritage Plan” (i.e. renovation and restoration of the Palais des Nations in Geneva).
